You should be able to remove the bolt and boresight the rifle with your naked eye well enough to easily hit the paper at 100 yards, much less 50. Somethings wrong. either the sights aren' t installed correctly, perhaps when the rifle was drilled it wasn' t done correctly, or your shooting form is off badly (sorry). Have you tried the rifle at 25 yards?
