I'm not sure what kind of land you're hunting other than a water hole. What kind of cover is nearby? Because I'm sure that he doesn't eat & sleep near the water hole!
You've found him, great, now it's time to pattern him. Is he coming from the same direction every time? Don't just limit yourself to hunting him at the water, if you spook him you'll want options to ambush him somewhere else!
Another thing, a ground blind doesn't have to be anything fancy. Maybe a couple bales of straw, firewood pile, a piece of burlap! If you can hide a popup blind good enough, then you should be able to hide good enough without one! What I mean is popups don't look natural, unless you can cover it up with sticks, leaves, brush, weeds.
