My guess is that the scope can be repaired. I know they (the folks at Trijicon) can replace the Tritium after it originally goes out. I think they say that typically occurs in 10-12 years (if I remember correctly). I seem to remember the cost being in the $200 range...much cheaper than buying a new scope. I'd give the Trijicon folks a call though.
Regarding the mounts I'd replace them. Why take the chance? There are many good choices to utilize.
