my friend asked the guy to leave, and the other guy responded by saying " this is public land, and I have every right to be here just like you"
Situations like this can usually be corrected with proper gentlemen like communication!
If your friend simply " asked the guy to leave" , 9 out of 10 times he' ll probably get a response he doesn' t want to hear.
