I disagree. Sectional density has a lot to do with the potential of over penetration. The 9x19 had a reputation of potential over penetration more in the past than now. The problem is if the bullet does not expand, it acts much like a fmj. One cartridge LEO's don't want to encounter is a
hot 9x19 fmj due to its high sectional density, high energy level and fmj bullet = greater potential to defeat body armor.
