No the lower is not the better,

You can also over choke a shell and have deformed shot which will cause flyers and bust the pattern.

I have shot patterns with different choke constrictions for years and have seen what different sizes do. I also have tried out never every choke company out there along with TruLock.

If you plan on shooting lead/Copper turkey loads try out the constrictions between .655-.665

If its heavy shot loads then work with the .665-.670 as if preforms better out of more open constrictions.

The best I have used is Pure Gold Chokes and I won;t even shoot a 12 gauge anymore...
