Default 358 Hoosier Brass Qns

Indiana allows some rifles to be used for deer. The current regs allow a max case length of 1.8" and min caliber of 35.

A wildcat has been developed based on the 30/06 - 308 case and it is called 358 Hoosier. Apparently, cases are easier to form from 358 Winchester brass, as they are already 35 caliber. I believe the cartridge is made by shortening the neck somewhat and also setting the shoulder back, to get the length to 1.8"

What I'm wanting to know is, what operations are involved in making cases from 358 brass, and how difficult is it? Thanks.
