When I lived in NY it was legal to spot, so long as you didn't have a firearm in your vehicle and a few other rules too. We used to get stopped all the time, they just checked for guns and told us not to shine it in or near anyones windows. I always loved going out to see what kind of deer came out under the cover of nightfall.....Definitely seen some monster deer too.
