You're almost totally correct. There are a couple things you can try. First one is to rotate the cable guard rod so there is minimal fletching clearance. The more the cables are pulled to the side the more limb twist (cam lean) there is.

Another is to swap the limbs; top to bottom and bottom to top. This entails swapping the cams, too, so the top cam stays at the top, etc.

The only other thing is to get hold of customer service at PSE. I don't know the warranty provisions for that bow, but maybe they'll give you new limbs.

None of these things is guaranteed to cure the problem, but they are the only options you have.
