I am not sure what you mean when you say you tried to get a WCO assigned to Western Clinton County, there is nothing you could have done to make that happen.
WCO’s are assigned to a district after they graduate and required to stay for one year, after that they can bid on open vacant districts and move.
The PGC cannot reassign WCOs to different districts.
A lack of or an abundance has no bearing on if a WCO will be assigned.
The PGC has a class of 21 Officers graduating on Saturday but there are more open districts then Officers to fill them
