Default what does it mean when a gun is "drilled and tapped"?

my mossberg sluggster model 24 is drilled and tapped. do this mean i take those screws out and put on a rail? im looking to put a low power scope on it. if u have any knowledge about the model 24 please tell me cause i inherited this gun from my fathers friends dad. thanks
