Far as I know..outfitters have certain areas that they are permitted out to hunt interms of public land. Kinda like "your own area that you can only guide on". Now referring to the public land you talked about; it isn't just a place you like to hunt and you feel like charging people to take hunting with you is it? Because by law if your outfitting on public land, dont you have to have permit to do that? and only a certain area that your permitted to take hunters? Insurance? Not trying to burst anyones bubble but If i were to take outfitter to kill a elk and pay that money I'd rather have the security of being legal and being covered for say if something happened? Nice elk though. Anyways I hunt in Souther Colorado, where you can buy over the counter bow tags nonresident and also this place has monster bulls too. Reason its not hunted by alot of people because they dont want to go up in the high country. Just feels great working your butt off for a trophy like an elk. Goodluck
