There are some areas in NW Ontario where you dont need an outfitter. As Rob from VT mentioned,lots of Crown land, but also lots of road hunters ( VT and PA ) . In Sask, all non-canadians need to hunt with an outfitter , basically in areas north of Saskatoon. Manitoba is outfitter only as well.
