Correct, you would only come up with 161 3/8 by adding the two antlers together. However, you also need to account for the inside spread (which was 20 inches) when you come up with the B&C score.

Again, here are the official numbers from the NYSBBC scorer:

right side = 68 1/8 with an additional 15 inches or so (estimated of course) broken off
left side = 93 2/8
inside spread = 20 0/8
deductions = 31 2/8

68 1/8 + 93 2/8 + 20 0/8 = 181 3/8 (gross)

181 3/8 - 31 2/8 = 150 1/8 (net)

So yes, he gross scored 11 3/8" over the B&C minimum of 170 but netted nearly 20" below. Had his right antler been fully intact he would have likely grossed 195+ as a typical 5 x 6...
