If this was a used rifle and I was not sure of the inner condition of the bore, I would boil the barrel clean. Then I would use a brass brush and strong solvent and scrub the bore good. Then solvent patch the bore good. After that I would try it. If it is still tight, I would take some JB Bore Paste and do about 100 full strokes. Change the patches every 25 strokes. Then another good cleaning.
