My stock is not loose, but the forearm is. Could this be the problem? I don't have a torque wrench that will work for torquing it, but I tightened it as tight as I could by hand. Actually even had the stud bolt snap off, and it just won't get tight. I have an extra forearm and if I put it on it is the same way. It's no way to get it tight. Could that be the problem?

I've checked the scope mounts. I checked the base and the rings, and even changed the scope. Nothing else I can think of. Barrel looks good inside from the end I can see it. Actually looks great, but since I can't see the chamber end I can't see what the lands look like. Other than that I can't think of anything that could be an issue.
