Early season before hens have started to incubate, they ae in bigger groups with toms. I like lots of hen decoys with no jake or gobbler. Throw out a half dozen and try to be realistic some feeding, a couple looking around. I try to keep them all heading a general direction like a flock feeding and traveling together. I rarely use a gobbler decoy at all.
