Someone should tell them that Wyoming doesn't get NEAR the hunting pressure that WI does. For a long time I hunted unit 65 in Wyoming that is now down 60% or so in deer numbers. The thing is though I hunted a 65,000 acre ranch that allowed 15 hunters a year! Its a whole different situation out there. The average ranch is around 20,000 acres, in Wisconsin its tough to find areas over 200 acres!!
