Easily,every animal once indigenous to Pa is protected unless it's listed as a game animal.If a buffalo roamed to Pa from Yellowstone,you would be cited if you shot it.With that said,if you ever did shoot one,it most likley wouldn't be wild one so you'd probably be ok as far the PGC is concerned.
