No, it is not a mix. Windex with Vinegar is a product sold by the manufacturer. Prolly has a fancy name like 'high strength' or some such thing or maybe it has a simple name.
When i clean my barrel, which isn't too often, i swab with Hoppes a few times, then use dry patches a few times, then use wet Hoppes patches, then dry, then Hoppes, then dry etc. If that answers your question, OK, if not.............i didn't understand it.
There may be a situation where you will need to use a brush with the Hoppes. Right now i am out of Hoppes, but have some 'Shooters Choice' so that is what i am using. I have also used JB bore cleaner a time or two; it will help 'polish' a rough bore.
What you could do is proceed shooting this, new to you powder, and 'see' for your self what transpires.
