That would be stretching the interpretation of the law by the wardens IMO. The way it reads doesn't state you can't locate animals with them. Locating is not hunting. Unless you are in possession of an uncased/loaded firearm or bow you are not hunting. I would fight that ticket pretty hard. The law on a vehicle for PA looks quite vague and is another one of those strange interpretation laws the DNR is so good at coming up with (for example open water hunting waterfowl in WI). WCL
