Keep your calling really light and infrequent, and wait a little until the main flock has passed befoer you start. He might think he's got a chance at a hen that nobody noticed. If he's an outcast, he's not likely to gobble much (at all?) if there's a chance he'll get whupped.
A lot depends on knowing their travel patterns. If you're after an outcast, a decoy may attract a more dominant tom. If one of the more dominant birds makes a showing, then just bust him.
