Surely it would have a major impact on deer numbers if they are giving out such permits without any real thought or keeping close tabs of how many any individual region is issued. I doubt we will ever be told the truth if anyone even knows the whole truth. I think in general the state of NY prefers to have a smaller herd of deer than a larger one basically because of deer/car collisions and insurance liability. Money talks in this world and I am sure insurance companies can bribe politicians and those who make decisions quite well. The state officials surely will listen to those who can grease their palms with a good deal of money way before they will any one of us hunters who might not be happy about seeing as many deer as before.
I agree with you 100%,we will never know the whole truth in regards to those permits. I do know for a fact tho that the landowners who apply for those permits want the deer gone-COMPLETELY. Therefore when the landowner gets these kill permits and has someone there to carry out killing the deer for them, they usually could care less how many are taken. Many times ive heard of landowners telling the person/persons handling the slaughter permits to go ahead and kill as many as they can. The landowner could care less if that individual follows the rules of the permit or not. They just want the deer gone. The real shame is that most of these farms that have these kill permits in our area allow no hunting on their land. That is a joke if you ask me. I dont want to get off on a tangent about kill permits but i do believe they play a big part in the overall decline in deer #s we are seeing. I think you are exactly right that NYS does prefer a smaller deer herd and probably would go as far and say they might preffer no deer at all for the exact reason you said, insurance companies greasing palms to wipe them out. I said this before in another thread and caught hell for it. Glad to see someone else agrees with me on this one.
