Guess I will answer my own question. I e-mailed the DNR and the response I got from an unnamed individual was " as far as I know it is" . I then called the Town Hill office of the NRP and spoke with a corporal who said that ANY blackpowder substitute is legal. He did emphasize that smokless powder is NOT legal in muzzleloaders just in case any of you are thinking about buying the Savage to shoot smokeless in it.
