To say there is a "best" is difficult because you have to consider the application in which you are using the camera. If all you are after is just pictures of animals, then nearly any camera will do. But if you want good quality then you will probably need to spend in the neigborhood of $200. Cameras in that price-range include the Moultrie I-40, Cuddeback Capture, Scoutguard, and the Bushnell Trophycam. I also own a Stealthcam I-590 which I am very satisfied with and it was only $90.00 but I know it misses shots. Still, the picture quality is very good. I suppose if I had to choose one camera that I would always have, it would be the Reconyx but they are pricey at about $550.00. Hope this helps.
