I have no need to present my solution because I am not claiming that everything is being done wrong.
As for 2B (unlike you, I wont try to analyze an area I dont know)
individual control of private property and safety concerns are the limiting factors.
Of course your asking those questions was simply a dodge because you were confronted with the reality of the fact that you dont care enough about your own deer hunting to work to make it better. Your solution is to blame the PGC for everything that you dont like while some hunters care enough to take control of their own situation and deal with it.
