The federal law is that you have to be 21 to purchase a handgun from a FFL dealer. Some states such as VA allow you to purchase one in a private sale if you are under 21.
You summed that up pretty well. As I stated in an earlier post, there are
some occasions where someone under 18 is allowed to possess(not conceal) a handgun in VA. VA Code 18.2-308.7 describes these occasions. The following link to the Virginia State Police contains some pretty good info:
