In the special regulations units a hunter can use any legal firearm or bow and arrow to take ONLY ANTLERLESS deer for those extended season periods as shown in the digest.

But, if archers or muzzle loader hunters still have a buck tag and desire to take a legal antlered deer, should they have the opportunity, they would need the special archery and/or muzzle loader permit (what used to be a stamp and is now a special addition to their license) and be restricted to a legal flintlock or bow and arrows (including the crossbow) as defined in the digest.
