PA has the most hunters, but I would never say it's the best for hunting. That's why so many of us leave the state if we really want to bag a monster! Indiana seems to be an up-and-coming whitetail hot spot, as are Ohio and Kentucky.
I have been VERY impressed with Indiana. Only hunted two years here, and taken 2 of my 3 biggest bucks with only a few hours of field time each year. I have seen deer I have not taken that are bigger than the biggest I saw in 15 years of hunting Michigan.
I was also impressed with the selection in Montana. Heck, we drove around glassing for 2 hours and saw several 140+ deer, and stalked/nailed a 160-class.
