In Utah we also have wanton waste laws and the law is very clear. You DO NOT have the right to enter anyones property without permission. However if an animal dies on private property and a landowner refuses permission or cannot be located then you must call a conservation officer (game warden). He will flex some legal muscle and either recover the animal by asking nicely or threatening to issue a citation for wasting game.

The conservation officers have said usually the landowner is comfortable with their presence and allows the game to be recovered after confirming the game was not illegaly taken on their property. Once in a while they have to threaten issuing a citation but no one has taken them up on their offer to my knowledge and the game is recovered.

In Utah the landowner owns the land but the animal belongs to the state and the state overrules the individual.
