Anyone know of someone that has had experience with one of them?

I'm just curious as to what they'd charge. Probably money well spent for a once in a life time chance at a PA elk, especially a nice bull.
Guide fees have a very wide range.

You can get a guide that will do nothing but show you the area where the elk are and then the rest of the hunt and getting the animal out up to the hunter for very little cost.

You can also have guide service just like out west where they put you up in a lodge, provide all meals, have a guide working with you all the time, pack out and butcher your harvest. Those full service guides though typically charge over a thousand dollars for the hunt and it of course cost more the longer it takes or to harvest one of the higher quality bulls from some of the more remote areas.

If you get drawn for a permit though you will have a lot of guides calling you within the first few days of being drawn.
