At this point I would definetly suggest the Vision vs the Traditions. If you do get one the first thing I suggest you do is try a variety of different primers to make sure they go off. If they do not it is really an easiy fix.
Second the scope... Your German scope certainly will work but like you, I think it might be a bit over powering... Your inclination to a 3200 - very good scope... I think I have 4 or 5 of them. I would suggest one with a ballistic reticule.
Another scope I really would suggest is the new Leupold Ultimate Slam - dang good one!!!
I kinda shy away from the Nikon Omega series (it is really a great scope with good optics) but, with the long eye relief it offers - to achieve that long eye relief you have to give up a few feet of 'field of view' and I like field of view. But I would say from the two scopes you listed as already owning you are probably not a recoil shy person and a regular 4" eye relief would work just fine.
