Wow... I've been reading more and more stuff on that link, and then going back to the PA's PGC website, VA's DGIF website, and even NY's DEC website.
My main question is
What happened to PA? 
Guys... your state used to be legendary. I mean, people who don't even hunt know about deer hunting in PA!
I checked New York's figures too and they don't look that impressive either:
