Default Remington 700 Issues .300 WSM

Well, I just recently purchased a SPS Stainless 700 in .300 WSM and took it out to the range today for the first time. After the first shot the bolt is sticking when I try to lift it to pull the bolt back. So I shoot a few more rounds and it is continueing to do this. I switch to a different brand of ammo and have the same problem. When lifting the bolt the brass is not turning in the chamber after being fired. The bolt is shaving the edge of the brass off the rim of the cartridge it is so tight. So I took it to the local gun shop and had them look at it and few empty brass to see what it was doing. We put another 300 WSM bolt in from another 700 off the shelf and it seemed this one was doing the same in my gun. So the gun shop is sending the gun back to Remington. The guy at the gun shop said he though either the chamber was rough or the headspacing was wrong. What do guys think?
