I think that is baloney. Whether they toggle over or not is a function of how far you have the die screwed in. I am pretty sure my lee book mentions setting up dies so they toggle over.
You don't toggle over using Lee collet dies.
I don't think it's an issue whether they do that or not. With most guns, you are working your brass more than you need to by doing that anyway.
