They do make moving decoys. The bobble head ones bob their heads in a feeding motion. There is some other gizmo you can by to make a decoy move back and forth. I haven't seen one that opens and closes a fan, although I've thought that might be something good to put out (my patent pending number is.....) Another trick people use is tie fishing line to a deke and impart motion by giving a tug.
