If you have GPS enter in N38 05.297 W88 57.147

That will get you straight to the boat ramp...

Or just take I 57 to exit 77. That is RT 154. Head West. The boat ramp will be on the the South side of 154. It is off of Fitzgerrelld Park Drive, InWhittington I believe.
