Oats and clover planted in a mix would be my choice also. Rye and a small amount of Orchard grass could also serve a purpose. White Dutch Clover would do well in that type of environment and it is a variety that grouse has been known to favor. Later when the clover is established, you could broadcast Brassicas onto roads in August for additional fall/winter forage. JM2C......Good luck!
