just think it's about time to seperate the antlerless tags between public land and private.
There is absolutuly NO WAY that any amount of "tweaking" can go on until they do. They have no way of knowing how many harvests occur on private or public land. And until they do, they(PGC) are blowing smoke up everybodies arse with the CAC program and the so-called "tweaking" process.
