Yes, that is the reasoning behind the season hours, though this scenario has been proven to be essentially an old wives tale evidenced by the overwhelming majority of states allowing all day spring hunting. Remember, hen's prefer nesting in brushy areas, downed tree tops, brushpiles, etc. Hunting in PA is by calling only, according to the law. So unless you are busting the brush trying to flush turkeys like grouse, impact on nesting hens would be minimal. PA only recently concurred that allowing two gobblers in the spring would not have a measurable impact on turkey populations. Once again, common knowledge throughout much of the turkey's range that high rate of harvest among males causes no negative and lasting effects on the population. Both are just more examples of the PGC always bringing up the rear in wildlife mgt, even when they pretend to be leading the parade.
