Maybe you got some thing right 20 % 1,000,000 is 200,000 and thats about our deer kill, and yes I know we don't have a million hunters any more but it made the math easy.
No, our deer kill is around 322K ,no 200k. Since a fair number of buck hunters don't shoot doe and some hunters only want 1 deer/year, there is no way 20% of the hunters harvest 80% of the deer.

The problem is the PGC issues more antlerless tags that the number of PS antlerless deer and the average hunter has no idea whether they are too many deer or too few ,so they try to shoot whatever the PGC will allow them to shoot.
