Here's my opinion. If I were a farmer and the hogs were damaging my crops, causing me to lose money, I'd certainly pepper them, with the intent of runningoff as many as possible,buttrying to kill them of course. If I'm a hunter, then I'm trying to kill them first and foremost. Not wound them. It's ind of a sticky situation.
