Please list the states that reviewed the PGC methods. The only thing that was reviewed was their method for calculating estimated harvests. You simply don't know what you are talking about.
If our herd was above the MSY carrying capacity of the habitat in 2000, can anyone explain why the breeding rates were at their peak from 2000 2003 at 93%, but dropped to 88% in 2007,after the herd had been reduced by at least 35-40%?
