I'm calling BS because he claims that the Pa Game Commission issues a special permit. I live in PA and we recently had an attempt to allow the atlatl as a hunting weapon. It was defeated. A tomahawk is NOT listed as a legal hunting weapon. No way is there such a thing as a tomahawk permit!!

Unless of course the "permit" was for a high fence preserve! Anything the owner allows is OK within one of those.
