Hoyt_Viper there is a newly discovered law on the books they are using for deer training out of season. The deer chasers running out of season always used the "I'm chasing foxes" loophole in the past when and if they got caught. The law they're using states:

Fox. - There shall be a continuous open season for hunting with dogs only. The hunting or pursuit of foxes shall mean the actual following of the dogs while in pursuit of a fox or foxes or managing the dog or dogs while the fox or foxes are being hunted or pursued. Foxes may be killed at any time by the owner or tenant of any land when such animals are doing damage to domestic stock or fowl.
They have to be active in the hunt if they're claiming it's foxes they're after. Sitting at home or drinking beer on a Sat night listening to the hounds run won't cut it anymore. The 2 it was used on this year as a test case paid $150 fine, $75 court cost and 2 years probation. So next time you catch dogs call the CPO and see how it goes. It's a lot more severe than no license or rabies tags.
