I can see the point of your argument but unless you're willing to take it to court this is all just cheap talk. WCO's of course don't write the law and theyhave no say in interpretingthe meaning of the law oncelegally challenged. Their job is merely to enforce the law as they best understand it. They are however likely to be more versed than you are so I would highly recomend talking to an atourney to be sure you have some chance of winning. It would be very foolish to assume you have a slam dunk here. My bet is you would lose.
