If so, you should draw this year, as they implemented a preference point system after last year, so any one that was unsuccessful last year will be given priority over anyone that didn' t put in or that did draw a buck tag. Last year they had 5395 applicants(state wide archery) and only had 2597 permits available. If you' re rifle or black powder hunting, there is a whole list of numbers, but chances weren' t too good last year of getting an any deer tag as a whole.
