It sounds great, but I refuse to get excited about these "proposed" changes, or things they are "considering". I hate to sound like a pessimest, but for the past four or five years I've heard all kinds of great ideas for changes, and nothing happens. The biggest reason/excuse I keep hearing for no change is the fact that they, our wonderful lawmakers, cant pull their heads out of their butts long enough to get a state budget passed anywhere near on time, so the money isn't there to implement the changes. When I see a change written in the new regs book, I'll believe it, until then, I wont even cross my fingers. Sorry if I sound a little disgusted about it all, but I am.
