Default Loose scope mounts..couple questions.

I have a 308 short trac Browning and at lunch today I noticed the scope was loose. I returned home after dark and tightened the bases down. All four screws were loose. I used a blue thread lock. I tightened them with a screw driver but am wondering if there is a torque spec?

Then we went down to my gravel pit and parked the Jeep shining on the bank, set up a target and took a shot from rest at 90 yards with a 180 grain. It hit 2.5" high. This seems reasonable to me and it seemed likely that when all was tightened back down, it would be back on the target at least. If I am 2.5" high at 90 yards where will it be back to zero?

This gun took three racks with three shots last season.
