As from the PA state hunting guide lines:
[align=left]Common Violations[/align][align=left]A review of the most common violations[/align][align=left]of the Game & Wildlife Code during[/align][align=left]recent concurrent antlered/antlerless[/align][align=left]proved to be:[/align][align=left]• Unlawful taking, possession and[/align][align=left]transportation of wildlife.[/align][align=left]• Failure to properly tag big game.[/align][align=left]Deer must be tagged immediately[/align][align=left]after harvest and before the carcass[/align][align=left]is moved. Tag must be attached to[/align][align=left]the ear and remain attached until the[/align][align=left]animal is processed for consumption[/align][align=left]or prepared for mounting (Use a[/align][align=left]safety pin to attach tag to ear of deer[/align]you’re planning to get mounted).
Call the game commission and report him for poaching. The deer was dead on his property as witnessed by the law and game commission. Where did the deer go? It didn't get up and walk off. So if he moved this deer with out being properly tagged, he is in violation of the state game law and can be punished by law.
Or you can always dump a bunch of raccoon urine on the property line. With the right wind, he will be hating life. That is some of the worst smelling stuff possible and they can't prove a damn thing.
